It totally depends on your shine preference. I will say, I never paint with flat paint as I have yet to find a truly washable flat! Prior to taking on this task, be sure to have quality tools on hand and do not use cheap painters tape! You will want a long level (3'-4'), roller no wider than the width of the stripe you desire. Paint entire wall and allow to cure no less than a couple dry days. Using a quality painters tape (i.e. Frog) will ensure crisp clean lines.
I have also used the same paint, but after rolling/curing the base and taping, I used a brush to add another coat to my 'stripes' making a different texture that allowed for a subtle difference as well.

Easiest way is to paint the whole wall a base color. This will be the color of your stripes. Then, once it's completely dry. Using painter's tape, place the tape where you want the stripes to be. Once that's done, paint the entire wall with the 2nd color. This will be the color inside the stripes. Once that's half-way dry, very gently pull off the tape & let it dry completely. There, you're wall's all done. Using flat paint will be best for the stripes coat because using gloss paint, once dried, it's hard to paint over it without it peeling because of the glossy barrier between the paints. If you want glossy stripes but not glossy interior of the stripes, you've already got your lines done with the tape from before. Paint the stripes with glossy paint using a narrow brush.
