Spray with Simple Green mix and use a brush to work it and then hose off.
Try power washing them. You say they are old, if crumbly then I would stick with something more mild like soap and water.
Try bleach water to try to get rid of some of the staining. If vinegar won't hurt them, go over them with that to kill the spores. Let it soak into the concrete and dry so that it gets into the pores.

Power wash after bleaching them.
You could use a brush along with a solution of bleach and warm water and Dawn. Scrub and it should come off.
use Wet and Forget safe for all surfaces
Get some Super Clean from walmart or any auto parts store, you just spray it on and let it do it's thing, then rinse well.
