Hey Cheryl have you checked out ebay? I've heard of people getting great deals on bulk supplies etc.
Ebay is a good choice. You can choose color and size, or sometimes, once you've contacted the person, they can cut to order for you. (like made to order, only it's piecing goods...You can get specific color groups, too.)
Contact your local quilters guild. Google or flip through the yellow pages. Quick Google search turned up this.

Hi Cheryl! Check this place out! I can't make out if they have fabric, but they're donation based, and we know that people who quilt and sew a lot have tons of "someday" fabric that occasionally gets purged. We have a store here in Portland that is identical in concept, but I think a different organization that always has a ton of quilting scraps organized by color! They aren't precut into quarters or anything, but at 8.00 for a grocery bag, you can't beat the price, and, bonus!, it's a good cause!

You can get all sorts of fabric from your local thrift or Goodwill store. The clothing there is very inexpensive, and you get all sorts of fabrics, colors, textures, etc. Great way to help out great causes also.
