Draw outlines of flowers with chalk, then paint.
Unless you are an artist which I’m assuming not or it’d be easy. Go buy a pretty stencil and use paint for the outdoors. Make sure fence is power washed or clean.

Hi Janie, I have a fence I would like to paint. I am not an artist (although my husband is) but I would feel adequate to do this job. What I would do is measure the fence, then take a piece of graph paper and draw out your design, the same dimensions (but of course scaled much smaller) It doesn't have to be perfect as it is the colors that will be most appealing. Most flowers are pretty simple designs. Yes, you have to start with a clean dry surface. Paint your background first, make a grid out of pencil marks and following your graph design start sketching in with charcoal and then your paints.
You can always use a stencil.
