One option is to spray everything with vinegar and then dig out. Another is just to dig out all the weeds after a good rain, or smother with newspaper, cardboard or landscape fabric, then dig out. Or if budget allows, hire a clean out crew. In my area they are a dime a dozen and cheap. Then level, amend soil and plant away! Roses, jasmine and rocks sound lovely to me! 🌹 Have fun!
Kill, till, and fill. You will need to first kill the weeds. After they're dead, till the soil and fill with an amendment to the soil for roses and jasmine. Mulch well. Good luck.
Pull out as much of the weeds as you can. Generously apply a good weed killer (RoundUp maybe???) Wait about a week before planting anything.
Spray the area with vinegar. It will dry out and kill the weeds, turn brown and then you can rake them out
Kill the weeds with boiling water. It's a sure fire way to keep the roots for good.

Get a weed hoe (cheap) and take them out alive. take out some soil to lower the area a bit and cover entire area with newspaper to keep weeds from coming back. I've used this method and it works great. see attached photos. This is my yard i did last year. newspaper keeps the weeds from coming back. i covered with two different types of rocks.
