Have you considered a shoe rack? I, too, had at one time a lot of shoes and I put a block on each side of the closet with a board on top. Shoes could be stored under and on top of the board. Saved room and didn't conflict with rest of closet.
I have the same problem and looks like I Do n to be buying some shelved racks...10 shelves and i think 24" wide or wider. I presently have shoes in plastic boxes and they are on top of closet shelves and under bed but at least are paired. Just Google shoe storage racks And you will see that Amazon had many different sizes.
Come home, take off shoes and put away in closet where they belong. I live in CA and houses are not built with mudrooms. People make a space in their garage (if attached to home), or remodel. My mom's 1926 house has a side entrance (we turned it into a pantry), and my dad put up coat racks and umbrella stand and Waterhog rug for the few times a year it rained. There are tons of great storage ideas here on Hometalk.

I ended up having to build my own shoe rack because my closet is tiny, I had no more space under the bed and all the ready-made racks were either too big or in an odd shape for my closet. I bought two 12' x 8" pine boards. One board was cut into two 6' lengths. The other was cut into twelve 12" pieces. The pieces were screwed into the two long boards to create a tall, freestanding shelf that looked like a ladder, but each opening was exactly the size of a shoebox. For me, that worked perfectly and took less than an hour to construct.
Racks on the back f the closet door, maybe even the bedroom door. I keep my out of season shoes (winter boots, summer sandals) in an out of the way place. Only have them accessible when they can be worn that season. Store fancy special occasion shoes out of the way, in their original box.
Have too many pairs or are the kids just not putting their shoes away? In our mudroom we hung wood crates on the wall to hold shoes used for taking the dogs out or to hold boots during the winter. In my bedroom I use stacking cubes to store my dress shoes and boots since I don't have a closet. If you wear 👡👠you can hang them from the wrungs of a decorative ladder. I have one daughter that refuses to take any seldom worn shoes up to her bedroom so I gave her an old bucket to put them in and then put the bucket in an out of the way corner.
