some topics are offered in adult school classes, like at a community college. I learned to wallpaper and paint from a local store that offered some classes as well (you have to sit through some sales pitches but not so bad). Other things can be learned by watching You Tube. Or reading some of the articles posted on Home Talk!
Besides the local stores offering classes Lowes or Home Depot or Meynards (check their schedules usually posted in store) u-tube has all kinds of info to watch and learn. Good luck
If you need to tackle a specific project you can search Hometalk. Then you can do a Google search and you will get tons of results including links to Youtube videos. Local libraries would have a lot of books on all types of home improvements. I used to subscribe to a lot of magazines but when the internet became available I didn't renew. Now it's my go to. But I love the creativity, tutorials, genius ideas on Hometalk. Best site ever.
This site is a great place to begin, for basic home stuff you can get the Home Depot repair book. But changing a light bulb is just a matter of unscrewing the bulb and twisting a new one in it's place. That would be for a traditional light bulb.
The library has a wealth of how-to books, as does home improvement stores And used books and videos available to create a library you can keep for reference.
Google your local area and see if any classes are offered - our community has a place that offers basic carpentry and woodworking classes for beginners. Also, if you know someone that can do things - ask them if you can shadow them and learn from them.
There are many books at the library or book stores.
