Most use an epoxy resin with no covering. I your case with the glass just use E6000 adhesive to glue them down.

If you don't want this to be permanent you could use a rubber shelf liner under the pennies...it would hold them when you put the glass on top.You can find the liners at the dollar store in many colors.
