That's some interesting lighting! I would take that lighting down and repair any holes and either repaint or install a wood ceiling and paint it white. Remove the ceiling fan and install updated lighting.

Take it down, remove the fan, put in a drywall ceiling, prime and paint.
Lighting can be recessed or find a fixture you like.
Paint a blue sky, with clouds! My son's room has a painted border that my Mom & I did. We worked simultaneously, each with a sponge in each hand. Following each other around the room like that, we blended and swirled pour paint on, and avoided a repetitious look. Started with a bluish-gray background, then we added gray/white/blue/dark blue in puffy swirls (with empty 'sky' spaces in between). Might not be what you had in mind, but it would avoid ripping stuff out that you might not want to do :) I kinda like all the light you have from those fixtures.

It looks to me like fluorescent lighting? I would guess around 20 yrs old?
If you do not like the yellowy/greeny light cast by the bulbs, one option used to be to purchase natural light bulbs, but with more lighting sources discontinuing fluorescent bulbs all together this may no longer be an option. Also consider that over time, the plastic coverings from fluorescent bulbs becomes discolored.
If you want to open up the space, lighten and brighten it, my suggestion is to remove the whole lot, and install new flush mount shallow LED fixtures in the centre ceiling area. As these will need to be hard wired, also install dimmer switches at the same time. LED lights do not give off heat the way incandescent light does, and do not hum or flicker the way fluorescent light tends to. If you like air from the fan, then replace it with an updated flush mount enclosed model with an integrated bottom LED light, and remote control dimmer switch.
I'm with Linda. I think it's beautiful too. Is there any way to remove the panels to clean (change bulbs to different type) or paint? You could also put privacy film on them, there are a lot of beautiful choices. Good luck.
