I believe it is "Skim" coat. It is a thin top-layer of plaster which gives a beautiful, professional top-coat to drywall

I think you mean "skim coat" which is a procedure that's done to make an imperfect drywall surface perfect - especially in areas of the wall that get a lot of attention, like near light fixtures that reflect off the wall surface. It is also used to make the wall totally smooth so special effects painting can be done perfectly (like a marble-like finish or any other artistic surface). Skim coating is done several different ways, but mostly by applying a thin topcoat of paint over the imperfect wall surface. I would ask the paint pro at your home improvement store which paints and application tools you need to do this.
Skim coats of joint compound are also applied after removing wallpaper, or mirrors to hide the blemished surface and prepare it for painting.
