I would cover the pad with outdoor fabric. I think paint would crack and peel.

I have stretchy terry cushion covers on my white scren porch cushions. Its nice to have a washable cover. White is difficult to keep clean and I have a dog who acts like he is human by enjoying our furniture.
Hey there, depending on your climate honestly I wouldn't recommend paint on outdoor furniture. They do, however, make stains that are practically white now that would last a lot longer then paint :)
Woops, sorry I missunderstood thought you were asking about the bench! As for the pad, they make some great outdoor fabrics (even outdoor table cloths) that work great as covering for outdoor cushions.
Personally I think the paint would be uncomfortable for sitting. That being said if you don't sew measure your pillow then take the measurements with you to a nearby Walmart,Ross, whatever and see if the King size pillow cases will fit. They are so many colors and designs these days you could find something amazing. To seal the end you can buy something called stitch witchery, that you can iron on to open ends to seal it up. As for your throw pillows you can buy fabric or a flat sheet, in a matching color. I've included a video to show you how to make a new pillow cover.... The iron-on glue strips, such as Stitch-Witch, that claim to be 'as good as sewing' will not stay stuck in hot dry temperatures. They will also not adhere well to some compositions and textures of fabrics.
For durability, and strength against the pull of bodies sitting on the cushions, do it the right way - sew much better!
I would use a nautical varnish (semi-gloss) to protect the wood. It would line the seat with a waterproof fabric, with bright colors, and the seat cushions in plain fabric.
Recover it with a remnant fabric.
