Is it safe to replant peony?

It might not, you would see the long stem coming up that the flower would be on if it is going to bloom. All you can do is wait and see. Mine for some reason didn't bloom this year, not a one of them.
There tricky getting to bloom, they need to cut back and put in complete darkness for quite some time before bring them back out into the sunlight to start growing again with only so much water. You may want to do a search on YouTube for a more detailed video on exactly what and when you need to do each step to the plants to get them to bloom. They are beautiful when they bloom! Hope you have better luck then we did. With our age and health issues we don’t need to spend much time playing with these plants. We’ve gotten rid of most our inside plants and just settled for the flowers that pretty much come up and bloom every year on their own without needed a whole lot of care from us! Then for color in the house we just bought good quality silk flowers that most people think are real when they see them and then need little care for the most part. Plus their blooming year around non stop!

Amaryllis grows leaves but no flowers if you try to get the plant to rebloom too quickly. The bulb needs time to store up nutrients, followed by an essential dormant period.
