Hello. Planting is best done according to the zone planting guide. What this means is that each region of the country is in a specific zone. For instance, in the south tomatoes can be planted a lot sooner than in the north. So, you would know when to plant in your specific area by looking at the planting guide for your location. Once the soil reaches fifty degrees a few inches below the soil level is a safe bet, although last year it was early and we did have an unexpected very cold, cold front come through and cause problems.
Check your zones, as Janet suggested. You could also check with local master gardeners. Here in the southeast, we wait until after Easter. Good luck!
