I made mine by covering 6" deep plywood that was the width of the window and a 3 inch piece attached to each end. Cover the valance box with a thin layer of batting and then staple on the fabric. I also stapled on a plain fabric to the back for a nice finished look. Attach each end with an L bracket on the inside of the frame close to the window moulding and you're done. If you want a really long valance you will require more L brackets. The picture below is only a 3" board attached to the top of the window frame with fabric attached and the valance hanging below. I can't find a pic of the wooden box valance, sorry.
I used 1” x 3” boards. Measure your windows where you want the valance to go. I put mine directly over my window frame. Decide how far you want them to come down. Cut the 2 side pieces, then the long piece for the top. Attach those together with L brackets. I got a piece of thick foam board and covered the front. Then I covered it with batting and then put the fabric on it and attached 2 L brackets to the wall above my frame and Placed the balance on top.

One nice thing about making your own wooden valance is that you could cut a nice design in the front edge. Since the fabric is "upholstered" on you could have something really unique.
