Are you in the south? It looks like moss.
What a beautiful yard! Love all the bird feeders too. I am on a Nook, and from what I can tell, it looks like some sort of moss. Contact your local Ag Extension, or call in an arborist. Take this photo to a good nursery, they might be able to help you out too.
It is moss, naturally occurring. It will not harm the tree
Probably moss. I suggest you contact a local nursery and show them a branch with the substance on it.
