It depends on what sort of vine it is. If it's poison ivy you have a lot of work ahead of you. You must get rid of all of the root system of the plant. Using disposable gloves, get rid of as much of the vine as possible. Then dig up the root system. Ask your local garden center what to use to kill the root system without killing the soil.

If you cut it off close to the soil level, what is up in the tree should die and you can just pull it down in pieces once dead. Paint the cut with any weed killer or vine killer. This will limit any other plant or tree exposure with over spray and have the poison get directly absorbed down to the root. As stated above, most vines are pretty tenacious and may take more than one application. Leave enough of the vine above the ground to be able to have a fresh cut for each application. This has worked for me really well and nothing else was harmed.

Cut off the vine and place a rag saturated in herbicide around it, and cover with a plastic bag and leave on it. I also pull any that are loose enough down... sometimes they look like 30 ft snakes. Don't use the poison where it can get onto the tree roots as it will kill the tree. Most of the ivy herbicides say not to get within 8 ft of the tree. This is how the landscapers do it here.

This is just the thing! I find this works wonderfully. You have to cut the vine and then brush this on the top of where you cut it. Bonide
