Is there a sure-fire way to get rid of Creeping Charley?
Moss does not compete well with other plants. If your yard is being taken over by moss it is because the conditions for growing healthy grass are not there. Sorry that you feel so negatively about an entire category of nature's most beautiful plants.
You can either learn to embrace the beauty of natural things or you could pave over it. Both valid choices. Check out mossacres.com and see if it does not change your mind. For me, I am having difficulty providing the proper climate to grow the varieties of moss that I really like. Little at a time.
Mix Clorox bleach and water in a spray bottle. Spray Approx 3 times.
WET & LEAVE spray - or open up and allow more light - remove any shade. Or embrace it and grow plants that like damp conditions.
If you have a lot of moss you obviously have a lot of moisture in those areas. Try topping the areas with some loose fine sand to help absorb the moisture. You could put down some baking soda over the moss which should kill it off. This is also good for lawn mushrooms.
Soil test and treat lawn as report directs.
Use Scotts moss out and lime
Spread lime on it with a spreader. Lime is a white powder.
Kill the moss and you will have a bare lawn. Learn to love it or move.
