Open balcony? What zone are you in? What kind of plants (besides the bamboo shoots)? Will all plants sit on the floor? Etc...

What is your goal from this project? Do you want to use this balcony space more for a living space, or just for plants only?
Do you want to keep this many plants, or would you be willing to give them away so that you could have room for seating, and other objects?
I would make a shelf or table to put some of the plants on and them stage the bigger plants in front. maybe get rid of some of the plants and keep smaller ones...

For me, I love all the greenery! If you are allowed to hang some of the pots, I'd do that on both sides, then stage the others under them. You'd then have space for a small bistro set for outdoor sitting. You can also take some inside, and place them so they get light from the balcony doors. Place a small rug (outdoor kind) under the bistro set, or just a couple of chairs that are weather proof and enjoy!

I have had this problem trying to hide AC unit wS a challenge I came up with this and I love it! I stacked bricks on both side of unit and put plywood on top that made table to put plants on top and my cats favorite place to hang out. I covered the front of unit with bamboo . Have fun with it!
To create some privacy and you can add Curtain rod to the top add a canvas paint drop tarp it is cheap and waterproof As your curtain. I added bamboo to hide ugly wall but your opening would look great as a new window view for you! Add some lights around it and all plants and you have a great new space! Good luck!
I love your jungle of plants. Could you make a wall of greenery and then have room for a tiny table and chairs? Maybe an old pallet could help in a wall display. Anybody know how to do this?

I have the same problem, a small upstairs balcony. As you can see I am still working on setting it up but I created a fairy garden to play in. I suggest some fragrant plants ( the small containers next to the chair are Jasmine, Lemon Balm and Peppermint). It is still a work in progress but milk crates are a great way to organize and arrange your potted plants. I am thinking about spray painting the crates in the future.
