Plant a ground cover that does not need mowing. Vinca or Periwinkle has a pretty little flower that could work. Dunno about zone 3 though. Ask your plant nursery. I covered my small hill with everbearing strawberry plants.
Ground cover is the way to go In your case. Creeping juniper and or sedum are great, even creeping thyme. Once established, no more mowing. Yippee. Good luck.
FORM A WINDING PATH FROM TOP TO BOTTOM. GET RID OF THE GRASS. ADD SOME ROCKS IN THE SLOPING BANKS AND PLANT UP LOW MAINTENANCE PLANTS SUITABLE FOR THE SITUATION. ASK AT LOCAL PLANT CENTRE.
People in my area either plant ground cover that doesn't need mowing or they terrace the slope and then plant shrubs or low growing plants that don't need mowing. I'm in Michigan. Post a photo of your result. Good luck! :-)
I have the same issue and we planted shrubs and mulched. But weeds still grow and it’s getting so I can’t climb the hill to weed. I’m thinking about astro turf if it’s not to costly.
If you're not afraid of a major project you might want to consider terracing your hill. Planting grapes, blackberries or what you will depending on your climate will bind the soil and give you lots of produce on otherwise wasted land. Also, no mowing!
