Clay soils are very hard to grow things in! I don't recommend sand, but a good compost If you have a compost pile. You can buy compost at the nursery or big box store. Work it into the clay and plant. I am assuming you want to make a flower bed or vegetable garden.

The kelp may help, but rather than sand you should add compost or manure or even grass clippings (organic matter) this will improve the nutrients and the drainage. Add more each season and soon you'll have fantastic, loamy soil!
It may take a few years to build up the soil to healthy, in the mean time you should be able to use pots there while you are waiting.
