I'm not real sure but I bet that "Mod Podge" would do it and not harm the glitter. I think it's at any hobby store & I believe there are different kinds so you'd have to read the label and decide which one would be best.
More layers of the Mod Podge will help.

I don't know which type of mod podge you used but there is an outdoor one that's waterproof and possibly thicker and harder when dry. Maybe you could also use larger glitter flakes to make it stronger. I've used those tiny seed beads and mod podge together and it dried hard as a rock - but I've never tried that to form a bowl.
