If it's ceramic tile ore porcelain you have to remove linoleum first
If you glue down the orange mat made especially for the base for tiles, then you can glue your tiles over top of it. The mat is designed so that the tile does not crack. The best thing would be to remove the linoleum first.
If the linoleum is flat, the easiest way is to use peel-and-stick tiles on top ( vinyl), or glue down ceramic tiles...depends on what you’re going for.
My daughter had ceramic tile installed over vinyl. I was skeptical. They use tile mastic instead of thinset to glue the tile down. Thinset does not hold to vinyl or linoleum. Going on four years and still good.
