Are we talking stainless steel? Will it fit in your dishwasher?
You can start gently with a ball of aluminum foil.
Then needs be the classic wire grill brush, used carefully so as not to scratch more surface than necessary.
Rustoleum makes a great rust remover product.
I have seen amazing results removing rust on food surfaces with ketchup of all things. I don’t remember the exact method, but it was a YouTube video.

I always use a wire brush to get the food bits and char off the grill, and then use your tongs and a large chunk of cheese cloth dipped in cooking oil to oil the grill preventing rusting. Also helps with food not sticking to the hot grill.
Use “BarKeepers Friend” powdered cleanser.
For the occasional deep-clean, grill grates can be cleaned in the sink or washtub. This method is optional, but can be good for removing marinades and sauces. Soak the grates s in regular dish soap, or Goo Gone Grate Cleaner.
Use a sponge, Brillo Pad or a Commercial Grade Grill Brush to scrub your grates. Blackened surfaces are part of the seasoning process. Therefore, deep cleans should only be done occasionally.
