It seems there is missing or broken connection within the extension cord. Buy a new UL listed one.
It sounds like there is a short or a break in the inside wires, It most likely is in one of the ends, but not always. You could replace the ends, but would probably end up costing more than replacing it. You also have to use the right ends for the gauge wire it is made with.
Electrical tape will work.
Don't mess with Electricity. Replace the cord!
Could be anything. Plug, outlet, broken wire (s). Cheaper to replace.
Extension cords are relatively a dime a dozen these days.
Don't jeopardize your safety by trying to repair something that could quite possibly be a fire hazard, just get a new one.
I agree cheaper to buy a new one than to hire an electrician....
