how heavy is the picture
Have you tried command hooks? I would start with that first.
No drilling needed for standard picture hangers. They use a thin nail, small easily repaired hole. You could use Command picture hangers, but I trust the mechanical strength of the nail.
Have you tried command strips
You can use Command hooks that come in many sizes and weight bearing capabilities.
We used command strips for my grandson's college dorm. We've also used them to hold Christmas decorations. They have so many different things that hold all different kinds of weight.
Have heard good and negative remarks about 3M Command hooks.

I use 3 M works every time with no mess. Use the velcro ones.
Picture hanging strips work very well as long as the picture is not huge or overly heavy. I use the strips whenever possible and love them. I change my mind OFTEN so having something I don't have to fill in or repair is awesome!
I use command strips to hold up the speakers for the TV sound system. I got the ones that were for twice the weight of the little heavy speaker and put two on each and they have been up going on three years with out ever falling off the wall. The wall they are on is slightly textured, but still pretty smooth from painting the walls ( the house was built in 1954) over the years.
