Put the hanger on the frame, you could go with the wire or the saw tooth kind. There are little metal clips that you can get to hold in the cardboard within the frame.
Any craft store will have everything you need!
Command Velcro Strips are fantastic and they are sized to hold different amounts of weight. Love them!
foam core poster board may work
Command has velcro strips now for use to hang frames and such. They go on the back of the frame itself, not the backing. One part on the frame and one part on the wall. Then push to lock fibers .
My dear BF had a frame shop for 40 years so I know pretty much how to frame things. If your frame is wood, you should use "points" or staples to hold the art work in the frame. . . you staple sideways into the frame from the back. Then put craft paper on top of the back of the frame. . . squirt elmers glue all around, lay the craft paper on top, cut excess paper off with an exacto knife. When that has dried, measure 1/3 down on the back of the frame, put screw eyes in on either side at that measurement. put wire through the screw eyes (making sure that the wire when on a picture hook does not show at the top of the frame) and twist in place.
