You could add a raised garden in front of this fence--both sides--and plant some perennials. You could add some garden decorative features--like a gazing ball, shepherd hooks for bird feeders or hanging baskets. You could also mount hooks on the fence itself for hanging baskets. You could add some solar lights. All sorts of pretty options!!
Yes...might even add metal butterflies!
Lots of stores have hanging plant bracket, or you can fake your own. Some are narrow enough that they would fit between the pickets of your fence to be attached to its interior frame. You can plant flowers or herbs or whatever makes you smile, from hanging baskets.
And yes, I’d plant along the base too, either in the ground or using window boxes.
