Easy, yes, cheap is a matter of interpretation. There will be a few dollars in cash outlay for the proper soil unless you have a compost pile going already. I do seeds as paying $4+ for each starter plant is simply ridiculous. Here are some excellent sites to get you started!

Identify why you WANT to do it. If the goal is to have cheap organic food, go to ALDI's . Depending on your goals and time available, you may just want to date and marry an organic garden hobbyist! Seriously, do you have a passion for vegetable gardening? How much food do you want to grow? How much clean water and soil do you have? How much of a foodie are you? Which gardening zone do you live in?

I started a 40 X 40 foot organic garden and it was definitely neither cheap or easy - only to have local critters eat most of my veggies. My recommendation would be to use raised beds. You can start small, see if it works and add on when it's affordable - and you don't need to till and all that. Just line the bed, add the organic matter and go!
