just cut it from the neck down, like Michael Jackson use to wear.
Cut all around the seam joining the neck to main body of t shirt Finish by hand or machine Stitching or use Bias binding.
You would have to cut it down, and put a new piece of T-shirt material cut on the bias to make a trim, or buy some folded bias cotton tape and do a contrasting trim. If its not too tight, I would wash with some fabric softner, and hand stretch while wet and hang to dry.
