One idea-I wonder if you could fashion a metal grate to cover that could be custom colored ( spray painted) to suit your decor and personal asthetic. It could be constructed perforated sheet metal mounted on wood frame slightly karger- much like a gallery stretched stretched canvas to sit over the heater and not touch it.
I'm sure that cover would come off, slide off the knob, and it looks like a small screw on top, and probably on bottom. Once off, then spray paint a nice high temp white if it gets hot.

Take a picture first of setting control knob.....take knob off ...it looks like there are two screws that hold cover on take them out .....take front panel off and clean and paint......it does look like it’s been on for a long time ...I think he will appreciate it.......
Put a small radiator cover over it, pull it out if you need access!.
They can be removed a spray painted with a metal paint.
I was thinking some large piece of art that was tall and kind of boxed so you could cover the unit without having to do anything to it. I did something similar to cover the ugly old doorbell unit on our wall.
Hm...looks like there is an air intake or exflow on this unit. Depending on where it is, if there is room, I'd put a skinny table up against the wall. Easy to get one at a local thrift store or even build. That way you still allow for airflow but could put stuff on top of the little table, and below where you don't need to make room for the airflow.

You can paint it . No direct cover though, fire hazard . Place a tall leafy plant in front of it off season.
How warm does this cover get with the heat going? You will want to use a paint for things that get hot, sometimes called radiator paint. Otherwise paint may peel/bubble over time and your apt will smell awful for a long time, bad fumes! Taking the plastic grill off and soaking it in warm water with a lil bleach and the scrubbing it might help too..
