If these are cookie sheets without rims, make a paste of vinegar and baking soda. Spread it all over the pan but thicker on the worst places. Let it rest on a protected counter for an hour, then scrub with hot water and Dawn and a soft scrubber. Best wishes ☺️
I've used Dollar Tree Awesome Degreaser, Bar Keeper's Friend and also Brillo pads.
I use Barkeepers friend. It's like comet, but doesn't scratch

Easy Off
I sprayed mine with Dawn Power Wash, let sit overnight and used a magic eraser to get the gunk off in the morning. I have also used oven cleaner from the $$ store let sit overnight in a big plastic bag and then used a Brillo pad to clean the next day.
