The reason it can’t be done is because the underside of the concrete will deep into the rocks and holes that are already there, even if the top looks smooth and level. You are fighting against gravity and the earth’s top core. If you can rent a pounder, you or a pro may be able to push the aggregate further into the ground, and pave on top of that. If you can afford doing it twice, go ahead and try. ☺️
