It depends what type of wall it is/ If it is on plaster you need to wet it with stream and scrape it off.

I agree about scoring it and steaming. I also keep a bottle of spray Dif for small areas and stubborn spots.
You can use warmed Downy or Downy like product on a damp cloth. By rubbing it over and over on wallpaper, it softens and separate s the adhesive.
I put double rolled towels on floor below to catch drips. Then mop thoroughly. You can gently rub a sponge scratcher and makes removal more quick. Simply then wash off all adhesive and dry. Paint following day
You can spray it with a wallpaper remover spray, let it sit for awhile and then peel it off. You can also buy a tool called a scorer...run it
over the wallpaper and it cuts lines in the paper and makes it easier to remkve. Eithef way...the wallpaper comes
off much easier when it is wet. You can also rent or buy a wallpaper steamer. Hope this helps.
