Try spraying hair spray on the shirt and rub the affected area. It has worked for me in the past.
Yes, ink can be stubborn. If you washed the shirt with bleach added to the water, the concentration might not have been strong enough. Put the shirt flat over an old towel, or thick stack of paper towels. Dab undiluted bleach on to the stain with a Q-tip, rinsing well each time you see the stain disappearing, holding the stained water running away from the rest of the fabric.
The 'cold-shoulder' fashion trend has been in for a while, but I understand that you do not want to be the first to start the 'cold collar bone' trend.

Rubbing alcohol. If you have put it in the drier, it probably will NOT come out
Rubbing alcohol is my go-to as well. I've had success with Resolve powder as well, on old stains, but sometimes it takes more than 1 try.
How about trying non-oily eye makeup remover? (It works on waterproof mascara.....)
Rubbing alcohol or sometimes hairspray work well. It may take repeated applications.
Rubbing Alcohol or even Windex can get it out.
Wash as usual.
