I'm pretty sure that's a bayonet palm. Native Floridian here and we have them in our yard. It is meant to be outside.

id put in large pot and try it first
I had a potted one here near Raleigh, NC that made it through the winter of 2016/17 on my deck next the wall of my house. I did the same thing this year and it died during a week of below freezing temps. So I suspect yours probably wouldn't make it through WV winters.
