Is there a sure-fire way to get rid of Creeping Charley?
You could try making the mix on your stove top first, heating it to near boiling so the red pepper flakes really infuse into the water before you cool and spray it!

Oh my..you can make an emulsion but if you’re spraying the stuff airborn will do the same thing to you that it does to the deer...
use a coffee filter to strain it so your sprayer won’t clog..or just use it dry.
human hair will also keep deer away... also grate some Irish spring soap and put it around your flower beds they wont come near them anymore
Try spreading shredded Irish Spring bar soap wherever you don't want the deer. It is an effective and inexpensive deer deterrent. It also works great for almost all other animals. You can shred the bars of soap on a box grater or even in a food processor. I buy the big pack and shred them all at once. I keep it in a bucket with lid in my shed. Works great.
