I like butterfly bushes but I don't know if they'll grow in your area. I would suggest you go to your local nursery and talk to them about what you need. I'm sure they'll be able to help you and you'll be able to see what they are talking about.
I don't know a shrub that grows fast enough to give you privacy. I would suggest building an open lattice framing and then add vines or climbing flowers to cover the area.
