I have a gallery of my family on my hall walls and I just put them up randomly.
I painted all my frames black, then laid them out and just started shifting and switching until I came up with an interesting stairwell wall. I also had some black flowers and birds that I placed in some of the bigger gaps.

Not photographs, but paintings, drawings all of female heads going up our staircase. Bird prints hung. Sail boat prints, hung temporarily but could be a good way to hang.
First, unless you are only hanging a pair, work in odd numbers. This is because the arrangement is always more interesting since our brains mentally "pair up" even numbers of things. Next, measure out the wall dimensions and cut a large piece of inexpensive paper (you may have to piece it together) the size of the wall arrangement and place it on the floor. Move all of your photos around on the paper until you get the arrangement you like and trace them onto the paper. Finally, hang the paper on the wall and hammer in the picture hangers where they should be and remove the paper. Hang the photos!!!!
Lay them out on the floor and have different styles and shapes. Position them to the way you want them then hang.
Cut pieces of paper the exact same size of what you're hanging, then use scotch tape to attach the paper to the wall. Play around moving the paper pieces. When you find an arrangement you like, then make the holes for the screws/nails/anchors to hang the pictures.
