Any suggestions? My Knock out Roses are only blooming at the tops?

My Knock out roses came back this spring but only blooming at the tops. The bottoms are bare wood. I trimmed them down after fall. Any suggestions for now?

I have found that with knock out roses, you have to cut them way back every year after they finish blooming for them to have bushy blooms.
