use a clear marine grade exterior epoxy

Plumber's putty has zero structural strength. If you are just using it to make a water seal, it may be a good choice. I would recommend silicone caulk over either of your choices. It will last longer than the plumber's putty but offers flexibility needed with temperature changes that epoxy does not.

Yes you can use the gorilla glue over the epoxy so that you don't have to take it apart, but in the future you should try E6000 as it's water proof, works wonders and will hold for years! Would love to see pictures of your creation when it's finished!

I use the plumbers Epoxy stick all the time—-for sure that product is non-toxic and quite durable I’m not sure if it suited for your application or not.

This putty stick is my all time favorite repair crafting item to have on hand. Its less than six dollars at your local Lowe's hardware store in the plumbing department.

Plumbers putty NEVER hardens. That's why it's used to fit a sink basket into a basin. If you try to put an adhesive over plumbers putty, you will have a mess. It will likely never bond properly.

I would use E6000 glue.
