It depends on the type of fence you have. Paint or stain will work for a wood fence but it's harder with a chain link fence. Planting flowers or even decorating either type of fence will also help. I put butterflies & flowers along the top of my fence in the summer. Would something like this work for you? Wishing you the best.

is it wood? stain or paint always improves the look of things, or you could plant a vine by it a it can grow and cover it.
Chain link -- plant climbing plants -- cardinal vine, morning glory, etc., or weave strips of vinyl between the links in a pattern; a wood privacy fence --- paint --- hang baskets of flowers, etc.
I have seen several of the TV DIY guys put bamboo fencing in front of chain link to make it more attractive.... wooden fences can be pressure washed, painted, stained, stenciled (concrete block ones too)... but the most important thing to do is make any and all repairs needed for a non-slumpy fence.... no point in painting or staining if the posts are rotten or the thing is falling down
Some people paint them, some add attractive designs like crafts or even pots of plants, some just plant nice flowers in front of them, while others stencil large pictures of faux flowers etc on them, it depends on what you prefer.
If the fence is strong enough, you could hang planters and fill them with colorful flowers. Get solar caps for vinyl fences (there are decorative ones on amazon). Plant shrubs along the fence line.
