I haven't found that it makes any difference. The fan blades do collect dust, but don't seem to spread it.

I have one and couldn't live without it. I also have a portable fan in almost every room in the house and live in a hot dusty climate. My preference is for the old style fan blade type as you can easily disassemble and clean when necessary. It is amazing how filthy they get so quickly.

If a house is dusty, it shouldn't change it, or spread more dust. They really do help no matter what.
Fans don't make any dust so they do not contribute dust issues in the home. They may blow some dust around that is existing in the home. Keeping the home dust free and clean as much as possible is the key.
