I would use steel wool to rub the rust stains to get most of,the rust off, then use rustoleum spray paint to paint the railing.
Bobbi Lively's reply is almost word for word what I would have said, until the word "spray" paint. That would take a lot of masking off since you'd have to spray in three or four directions to protect the surrounding area. I would use foam brushes to apply it by hand. More tedious, perhaps, but far more control, and you'll only have to do it once, because, hey, it's Rustoleum.
After treating the source of the stain, I would try hydrogen Peroxide and a stiff brush followed by soap and water to remove the stains.
The sun itself should bleach some of it away naturally.
Naval jelly works along with other suggestions.

Use a wire brush. For small areas or corners they make a wire brush about the size of a tooth br then paint with Rustoleum paint😎
wire brush on drill, then you can coat it with `conquest`before painting it with metal paint.
I use balled up aluminum foil dipped in water to remove rust ....works pretty dang good too .....
