Crown of Thorns. They will like the hot climate and they bloom all year. You can also take cuttings and make new plants. Come in red, pink and yellow. This is the third house I have planted them. Love them. You can also use in between with some green plantings or alone.
There are many low laying hedges that flower, Texas Sage and Oleander would look good along the side beds, they grow at two different heights so you don't get bare stalks showing on the Oleander. The Red Yucca would be a nice punch of colour at the entry way,by using 3- 5 on each side you would accentuate the column pillars. As for under the window. I would search out many different pots of all sizes and do clusters of colour. Looks like the area gets mostly shade so take that into account when you go shopping for plants.
Use potted plants with some high and lows. Would look nice on each side of the window. Perhaps a low window type box under window as well.
Holly ferns do well in low light areas and stay green all year. They would be good under windows as they only get about 2 feet high. Another possibility is hellsboro or laten rose which also stays green year round. It depends what zone you are in.
