compost mixed with soil........
Use ordinary top soil, mix with compost and some bagged cow or sheep manure.
When I make a raised garden, I use a mix compost from my compost pile and garden soil bought at a home improvement store like Home Depot or Lowe's. I always dig up the soil that is there and mix it in with the "made" soil on the bottom. One should never just put the new mix on top without mixing it up and first digging out all the weeds along with their roots as some weeds grow from roots.
I would add some rocks or plastic water bottles to help with drainage first. ☺️

You can use almost any type of soil... yard soil may contain weed seeds and pest eggs. One of the reasons to make a raised garden bed is to be able to control the type of soil that goes in there. We used the "Kellogs" soil (red and black bag) from Lowe's in our garden beds.... it was AWFUL. This year we removed over half of it (our beds are 3 ft deep) and replaced it with Miracle Grow, since we did not want to take the time and the trailer, to go to our LOCAL nursery for their special fertilizer/mulch mix. If you are filling a number of garden beds... buying the amended soil in bulk/by the truck load may be the best option convenience and cost wise... our local nursery sell s it by the "bucket" load (tractor bucket) as well as by the bag.
Spend the $$ you need to get GOOD soil to start with it will save you time and money in the long run.
