I would scrape it, make sure nothing loose remains, and use a good sealer before repainting.
i a.m. not sure you can. I am artist and know you cannot paint latex. Over oil. Latex dries to Hard finish. Oil does not ever dry solid. Good luck! Lynne
You can put some liquid sander on their and repaint with the latex.
Gotta sand it off and then paint with latex.
You can use latex paint over oil based but not oil based over latex. You will need to scrape all the loose paint off. Then you need to prime with a good stain blocking primer. Then you can paint with latex paint. Do not skimp on the primer or the paint will not stick.
Having done it myself, I agree with Cynthia H . Scrape, you may have to lightly sand some spots, and then apply a high-adhesion primer (read the label). NOT a traditional one. Then you can recoat with oil or latex.
Gotta get that paint off.
