These look like coal tongs. Ice tongs have curved very sharp points (my dad used to "hump ice" and the handles were rounded but the points that held the ice were well curved inward with very sharp points that would penetrate an inch or so into the ice and hold it while the hunk was being carried on the deliverer's back or shoulder. The following link will give you an idea of what I am talking about and show you how different they are from coal hooks:

That looks like a large pair of ice tongs. Tongs were used back when people had "ice boxes" to use as refrigeration.

I think it's for putting small logs in a wood furnace or an open cooking pitt n so your able to turn the logs, id put on a post or something for decoration? Or use by ur firepit!!?
