A photo would be helpful. Without knowing what you have to work with, I would arrange the space so that it has visual barriers to stop people from traipsing through your yard. What happened to the unspoken rule that you do not wander through other people's campsites should apply to neighbors yards - just common courtesy.
PERHAPS ROSE OR RASPBERRY BUSHES - START SMALL AND GROW WIDE.
There are at least two questions: how tall do you want them to be? Privacy screen or waist high? And what kind of soil do you have?
I would spend a beautiful day touring local garden center, yaking notes and photos. A good garden center tags all plants saying how wide and tall they’ll get. Also, whether they’re fast growers.

There are lots of suggestions if you Google shrubs for Tampa area, but, there is also a Master Gardener site which could advise, as well as a University of Florida
Extension service who could advise you.
I think you’re looking for a hedge, because folks would just step over a simple bed. Dwarf Holly’s would certainly slow them down.
