no with apple cider vinagar
Never heard of this. What are the measures for the Epsom salts and apple cider vinegar? You can however, and I have done so, use a weak measure of Epsom salts and water, mix in a bucket, and pour around gardenias for yellowing leaves.
I use just plain Epsom Salts and lightly sprinkle on the ground around my plants, that has worked well so far.

That is an excellent idea and water monthly. When I plant my tomatoes I sprinkle a tablespoon of Epsom Salts (magnesium sulfate) into the hole, a little fish emulsion and some 10-10-10 fertilizer. You'll have beautiful tomatoes all summer (if they're interdeterminate -they produce throughout the growing season).
Yes it works well for tomato plants. Helps to keep away the mildew.
Epsom salt are just Magnesium. Unless your skills deficient in it(unlikely),you're better off with a balanced fertilizer.
