Do you want to take the wall paper down? If not get a good hiding primer. Wash the walls down well, scrape whatever glue you can get off and then prime and repaint.

Also, you could try to sand and prime the areas where the glue bled through
Should have removed the glue. I advise to try to remove the glue. Otherwise prime the walls with a good stain blocking primer like Kilz.
Debker’s link was interesting And informative. Crafters have known for years if you want a crackle effect put on glue and paint over it. Another thing I have discovered that if something is a problem you can often make it a feature. You could get a trim stencil and plaster and create a dimensional stencil around the top of your bathroom. Paint over and the glue that isn’t covered by plaster will crackle and the “imperfections” in the plaster stencil will give a great aged effect to your bath!
